Sushil Kumar Malhotra (1941–2014), of Osterley, a shop owner, formerly a financial adviser and an engineer, and his wife Usha had five children. She was educated at Hounslow schools, studied politics and philosophy at the University of Warwick, and completed a postgraduate degree in business and information studies at Aston University.

Malhotra, who worked for Accenture and PriceWaterhouseCoopers, is a former management consultant. She was a founding member of the Fabian Women ‘s Network and a former National Chair of the Young Fabians. In the 2004 London Assembly elections, Malhotra was the Labour candidate for the South West constituency. She served as an advisor to Liam Byrne and Ian Austin when Labour was in government before 2010.

In December 2011, Malhotra entered Parliament with a majority of 6,203 in the by-election between Feltham and Heston. Ed Miliband named Malhotra to the newly formed position of Shadow Minister for the Prevention of Violence Against Women and Girls in August 2014. She was appointed Shadow Chief Secretary to the Treasury in September 2015. In June 2016, along with hundreds of other shadow ministers, she resigned from the shadow cabinet.
