Burgess began performing at the age of five, and his repertoire comprised dancing, singing, and accordion. In 1955, at the age of 13, Walt Disney chose him as one of the original Mouseketeers for his new ABC television series, The Mickey Mouse Club, giving Burgess his first taste of notoriety. He also appeared on The Donna Reed Show as a suitor for Mary Stone (Shelley Fabares). Burgess attended the Southern California Military Academy in Long Beach for elementary and junior high school. By the time Burgess was 11, he had been in at least 75 television shows.

When the series concluded in 1959, Burgess resumed his usual adolescent life and graduated from Long Beach Polytechnic High School. He subsequently began attending Long Beach State University, where he joined the Sigma Pi fraternity. While there, he and his childhood friend (and dancing partner) Barbara Boylan competed in a Calcutta dance tournament hosted by Lawrence Welk and his orchestra, which was based on the classic song of the same name. They won the sweepstakes, and the first reward was an appearance on The Lawrence Welk Show, which aired on ABC. Burgess and Boylan returned to Welk’s program several weeks later, dancing to either Calcutta or the orchestra’s next hit tune, Yellow Bird.

The positive fan response prompted Welk to hire the dance duo as permanent parts of the performance, which the bandleader described as their creating a profession for themselves. Burgess had three dance partners during the show’s run, initially on ABC and then in syndication: Barbara Boylan from 1961 to 1967, who also filled in for a few shows in 1979, Cissy King from 1967 to 1978, and Elaine Balden from 1979 to 1982. He performed song-and-dance performances with Arthur Duncan and Jack Imel, as well as co-hosting wraparound parts on PBS repeats of The Lawrence Welk Show with Mary Lou Metzger, in 2010. Burgess currently dances while touring with Elaine Balden and at his own dance studio, where he teaches young students.
