Randy and Paula White founded Without Walls Global Church in 1991. From 1991 to 1998, the congregation relocated several times before settling on the property at 2511 North Grady Road in Tampa, Florida. In 1999, the congregation detailed 5,000 participants per week and 10,000 tended to beyond the congregation with 230 effort services while holding administrations in an open-air tent. Without Walls Global Church began to expand to its second location in Lakeland, Florida, in 2002. Currently, the congregation has 14,000 members and 200 services, such as job training, evangelism, public housing projects, and a youth club. Without Walls Global Church began holding Saturday night administrations at Woodworker’s Hall on August 3, 2002.
Without Walls Global Church detailed a 20,000-person gathering as the largest assembly in the space in 2004, making the congregation the seventh largest church in the United States. It asked $30 million for its 4,500-seat Tampa church, 13.3-acre (5-hectare) grounds, and 94,000-square-foot (8,733-square-meter) workplaces and TV studio in 2008. On July 12, 2009, White resigned as minister and priest of Without Walls Worldwide Church, and his ex-wife, Paula White, was named as his replacement. Randy stated that he was stepping down as a minister for personal reasons and that he would continue to be involved with the congregation in another capacity. Randy rejoined the Without Walls team in July 2012. In 2011, Without Walls Focal Church was abandoned because of obligations. In 2014, the US Chapter 11 Court required an offer of properties; the next year, the congregation building was bought and crushed by designers. In August 2014, Without Walls reported that it had paid its obligations and was moving to another Tampa area.
On November 6, 2007, US Representative Chuck Grassley of Iowa announced a US Senate Panel on Money investigation of Without Walls Worldwide Church, along with five other services. Grassley demanded that the services reveal financial information. When CBS News broke the story, Paula White’s service denied any wrongdoing, and on March 31, 2008, the Senate Money Council received a joint financial report from Without Walls Global Church and Paula White Services. The Union Protection Asset fought the investigation, and the Public Strict Telecasters said Representative Grassley’s questions were too broad. Representative Grassley concluded the investigation on January 6, 2011, with no punishments and no conclusive evidence of wrongdoing.
