Joan grew up in Hatillo, Puerto Rico, alongside her two sisters. Eric Smalls, her father, is a Saint Thomas-born West Indian of African and Irish ancestry. Betzaida Rodrguez, Smalls’ mother, is a social worker of Puerto Rican, Spanish, and Tano ancestry. Rodrguez is also of Irish and Indian descent. Smalls first became interested in modeling as a youngster, when she entered local competitions.
