Scotty Valens was born in the 1970s and spent his childhood idolizing his older brother, Mike Valens. Scotty witnessed Mike being sexually assaulted by their boxing coach as a child and kept this a secret for years. By 1998, he had advanced to Detective and was assigned to the West Precinct, where he worked under Sergeant Manny Fernandez. Scotty was once engaged to Elisa, his childhood sweetheart. Officers from Scotty’s old precinct discovered her body floating in the Schuylkill River in January 2005.

Scotty sought solace from Lilly’s sister Christina Rush shortly after Elisa’s death. They collaborated on cases involving pedophile vigilante Mitch Hathaway and a bomber who failed to hit his intended target. They began an affair but quickly fell out over Hathaway’s willingness to bend the rules to protect pedophiles. Scotty blamed Alex for Will Jeffries’ attempted murder, which ended their relationship. He then expressed interest in Frankie Rafferty, a young lab technician, but soon discovered she was married. After Will’s death, Frankie consoled Scotty, and the two apparently slept together.
