He was one of the Rarotonga tribe’s original five members (Raro). He quickly became known among the cast for stealing the chicken of another tribe on the first day. The four tribes were evenly divided into two new mixed tribes, Aitutaki and Rarotonga, in episode three. Penner ended up on Aitutaki (Aitu). While a member of Aitu, he joined an alliance with Yul Kwon, Candice Woodcock, Becky Lee, and Sundra Oakley.
Penner and Woodcock were given the option of joining the opposing tribe in order to mutiny, and Penner chose to leave Aitu for Raro. He flipped again after the merger and voted with the former Aitus. Kwon eventually voted him out to appease the former Raro members, who saw Penner as a traitor for betraying them. Penner was the fourteenth person eliminated, coming in seventh place. He turned to the Final Six and left, saying he’d like his hat back at some point. In the Final Tribal Council, he humbly voted for Kwon to win.
