From 2015 to 2017, Frantz was the Deputy Secretary-General of the Organization for Economic Cooperation and Development. He resigned as Managing Editor of the Los Angeles Times in 2007 after preventing the publication of an article regarding the Armenian genocide; Frantz stated that his resignation had nothing to do with the ensuing controversy. He was a Los Angeles Times, Chicago Tribune, and New York Times investigative reporter. Frantz was the New York Times’ Istanbul bureau chief and the Los Angeles Times’ managing editor from 2005 to 2007. Frantz was the Senate Foreign Relations Committee’s chief investigator. He was also the previous Managing Director of Kroll’s Washington Business Intelligence office.
Frantz was the State Department’s Assistant Secretary of State for Public Affairs from 2013 until 2015. As Managing Editor of the Los Angeles Times, Frantz banned a piece about the Armenian genocide written by Mark Arax, a senior Times journalist of Armenian origin, in April 2007. Frantz contended that Arax had already voiced an opinion on the subject and was thus biased on the subject, citing to a letter co-signed by Arax that approved the LA Times policy of referring to the incident as “Armenian Genocide.”Arax, who has previously written similar articles, filed a discrimination complaint and threatened to sue in federal court. Frantz was accused of acquiring a bias when stationed in Istanbul, Turkey. On July 6, Frantz resigned from the paper.
