Cobb was born in Washington, D.C., in 1943, and raised in Springfield, Massachusetts. His parents were political activists. In 1888, his great-grandfather founded New Africa, a farming town in Mississippi.

Cobb enrolled at Howard University in the fall of 1961, and he became involved in the Civil Rights Movement. Cobb was arrested for civil disobedience while protesting discrimination in Annapolis, Maryland. In 1962, he went to the Mississippi Delta and worked as a field secretary for the Student Nonviolent Coordinating Committee (SNCC). His labor and participation as SNCC field secretary continued until 1967. He worked mostly in Mississippi’s Washington, Issaquena, and Sunflower counties. Cobb offered a proposal to the SNCC to establish Freedom Schools in December 1963. Cobb argued that Freedom Schools should be established “to fill an intellectual and creative vacuum in the lives of young Negro Mississippians,”

Cobb and Julius Lester visited Vietnam in 1967, with the Bertrand Russell War Crimes Tribunal’s aid. After returning, he and fellow SNCC veterans founded Drum and Spear bookshop in Washington, DC, which briefly became the country’s largest bookshop specializing in books for and about black people. He also contributed to the establishment of the Center for Black Education in Washington, DC.
