Wong was raised in San Francisco, California, by postal worker William D. Wong and supervisor Roberta Christine Wong (née Leong) of a telephone business. He has two brothers: a younger brother and an elder sibling. He has Hong Kong-based family and is of Chinese origin. Wong studied at Lincoln High School, where he played the main role in multiple school productions and fell in love with acting. In the 1970s, he continued his education at San Francisco State University, where he was the sole Asian American student in the theater department and could not find any acting parts.

The tritagonist of Disney’s 1998 animated picture Mulan is General Li Shang.Shang is an army general’s son who wants to become the commander of “China’s greatest troops” like his father.When Shang is assigned to lead a motley crew of soldiers tasked with protecting China from Shan Yu’s despotism, his dreams come true.

Wong portrayed Hugo Strange on Gotham. Dr. Hugo Strange, the former director of Arkham Asylum and Chief of Psychiatry, was involved in human experiments at Indian Hill. Strange investigated the possibility of reviving the program after his experiments caused it to be shut down, but he believed it would not be viable without Thomas. A number of suspects were engaged in the case, including Mario Pepper and dishonest billionaire Dick Lovecraft.
