Rockowitz was born in Plainview, New York. Rockowitz spent his first eight years of life in New York City (NYC). He left New York City to attend Arcadia High School in Phoenix, Arizona, and graduated from there in 1988. During high school, he was class president. He then went to the University of Arizona.

He was class president in high school. He later attended the University of Arizona in Tucson before performing at Chicago’s Second City. After “Second City,” Rockowitz worked as a comedian in Boston and New York and traveled throughout the United States. In 1994, he became a writer for NBC’s “Saturday Night Live.” In 1995, he founded an AIDS and cancer organization in New York called Best Medicine Group, which directed films in the homes of terminally ill patients in the New York area. In 2000, five years after the organization’s founding, NY1 recognized Rockowitz as its New Yorker of the Week for his efforts. In 2002, Rockowitz created and directed the cult independent film Hacks. The film won several film awards, including Best Comedy at the New York Film Festival, Best Film at the Chicago Digital Film Festival, and Best Film at the Orinda Film Festival outside of San Francisco. The film is “a mockumentary-style story of a handful of stand-up comedians trading for a talent-starved organization… you’re not ready for prime time, daytime, or class time.” It includes Jim Gaffigan, Michael Rispoli, and Victor Varnado.
